PEPPOL FOR E-INVOICING
The EU directive (2014/55/EU) requires that by 2019, member states must ensure that contracting authorities and bodies can receive and process electronic invoices. This means suppliers must be able to send electronic invoices. E-invoicing is not new but previously, too many different message formats made it impossible for all the systems to interact with each other. To combat this the EU is recommending using the PEPPOL platform. PEPPOL is a cross border messaging standard and enables suppliers to trade with any public sector organisations across Europe.
WHAT IS PEPPOL?
PEPPOL stands for Pan-European Public Procurement On-Line.
PEPPOL is a network where electronic business documents relating to e-commerce such as purchase orders, delivery notes and invoices are exchanged between the public sector and their suppliers.
PEPPOL is in use in 32 countries in Europe plus Canada, Singapore and USA with PEPPOL Authorities placed in 12 countries.
BENEFITS OF PEPPOL
The main benefit of PEPPOL is interoperability. Anyone on the PEPPOL network can send documents to anyone else on the network in a standardised format. Having one format for invoicing will lead to greater efficiency for buyers meaning suppliers will get paid quicker. It will also lead to fewer processing errors which can be time consuming and costly to rectify.
DO I NEED PEPPOL?
If you invoice to European governments then the answer is yes. Norway, Denmark and Austria have been the earliest adopters. Italy, France, Germany, Poland and Ireland all in an advanced implementation stage and it has now been introduced in the UK for all procurement by the NHS. Currently, PEPPOL is only required for business to government invoices but business to business will follow once the former has been fully implemented.
